Earlier this week, FLOWS (Finding Legal Options for Women Survivors) published the ‘FLOWS Impact Report’, showing the wonderful and widespread influence that their ground-breaking initiative has had for women experiencing domestic abuse.
Having been part of FLOWS steering group at it’s inception, Jenny was in attendance at the launch event last week along with the Minister for Victims and Violence Against Women and Girls, Alex Davies-Jones, who said:
We should live in a society where women and girls are safe, respected and free from fear. That is why this Government is committed to halving violence against women and girls within a decade as part of our Plan for Change.
Services like FLOWS are vital to achieving that ambition – breaking down barriers to justice and ensuring no survivor is left without protection.
By combining digital innovation with human expertise, FLOWS is transforming access to justice and helping women take that crucial first step towards safety and freedom.
Who are FLOWS?
FLOWS are a partnership between Royal Courts of Justice Advice and Rights of Women, combining digital innovation with trauma-informed advice. Founded in 2018, FLOWS enables women – often at their most vulnerable moment – to access the best possible legal support at a time when they need it most.
What makes FLOWS distinctive is its collaborative model. The service brings together leading charities, frontline professionals and the wider legal profession – harnessing their collective expertise to ensure no woman is left without protection. In doing so, FLOWS has built a trusted national network that delivers both reach and impact.
FLOWS network of experts include:
- Experienced solicitors and law clinics
- Citizen Advice services
- Front line professionals in women’s refuges
- Women’s aid organisations
- Organisations that provide safe environments for domestic abuse survivors
The model works by blending technology and person-centred support: scalable access via the award winning CourtNav system with specialist advisors who listen, guide and stand alongside survivors.
As part of their support package for professionals, FLOWS established the FLOWS Forum, facilitated by Rights of Women. The Forum is an online community which enables legal professionals and frontline domestic abuse services to share expertise, seek advice, and stay at the forefront of conversations on improving law and policy for survivors. Of the nearly 2000 members, 94% regularly read posts, and over 98% said posts were helpful for practice.
FLOWS is a national model for innovation in access to justice — showing that when organisations across the voluntary, state and legal sectors come together, meaningful change is possible.

The FLOWS Impact Report:
The report, produced in partnership with Rights of Women, highlights the vital difference FLOWS continues to make to the lives of women and survivors across England and Wales.
In the last four years, FLOWS has reached 59,442 Survivors directly, and more than 345,000 people through its digital systems. Its trusted network of 138 accredited law firms and over 1,977 frontline professionals ensures that survivors are never left without a route to protection. Evidence reflects this impact: 97% of law firms and 95% of frontline workers would recommend FLOWS citing its professionalism, speed and humane approach.

In conclusion, the report outlines the importance of its simultaneously preventative and responsive approach: delivering urgent protection and facilitating systemic change to provide earlier advice, quicker outcomes and infrastructural resilience.
